Detective Fiction Weekly is "Twenty Year Payment" by Lawrence Treat. (The only other author I recognize is Davis Dresser, aka Brett Halliday.) Treat wrote more than 700 mystery stories and is often considered the inventor of the police procedural. You can read the story
